I use the Image re-size function in paint.
It doesn't resample the image, but it's more than clear enough to use for something like this.

If you have XP then you have to use the Stretch/Skew feature. Set it for percent and input how much you want it changed. 50 to cut it in half or, even 150 to make it half again larger.

If you have Windows 7 then you use the Resize function.

I made both of these examples using paint. I made the XP one in XP and the Win 7 on a Win 7 machine.

Now if we could just post more than 1 picture per post.... LOL
