I think he's good, but not great. There are a lot of people I'd put on a list ahead of him. In terms of what people are capable of doing with their voices, here are my top three:
1. Harry Nilsson
2. Marvin Gaye
3. Daryl Hall
That's not to say I love everything these guys have done, but I think they all have incredible voices, unique phrasing, and extraordinary musicality. Paul Rogers? Not so much.
