Busking in the UK

I was hoping one of our UK members could help explain what's going on in this picture with the caption Eccentric busker Flame proof moth plays to a gallery from the River Thames under the Millenium bridge on London's Southbank

I didn't have a question, really. I just came across this picture and thought I would share it (as a joke) with the guitar forum.
