Neil Young double D dropped tuning

Neil:
NY used the dropped double D tuning quite a bit. Like he said on the Canterburry CD that you can play the same chords but he seems like on most transcriptions he makes the proper changes to keep the real chords.
I can see why one would use drop D like Jorma does when he wants that D bass note all over the place, but what makes one write a song in double d dropped tuning....what comes first the chicken or the egg? The chords then the tuning or the tuning and chords....little alone the lyrics? Just curious.
