counting all the beats or not?,,while counting in our mind

hope I can put up my question clear..
4/4 time. fingerpickin
when an measer (and more) starts with four 8 notes and continues with 2 quarter notes which we can count 1 and two and 3 4, there is maybe a chance we don't count the 3-4 has quarter notes (I think).. And I mean counting in our mind,,not follow a metronome or such...
my question is when we count in our mind should we count on the 3-4(quarter notes) also the ands for being sure they are quarter notes?

Hi Willem,
Do you have a specific example in mind. If I'm actually counting in my head I can't think of a case in which I would not count all of the notes in a measure, especially ones I'm not playing with the guitar. If I correctly understand the scenario you are describing, you would be playing something like
d u d u d - d -
Where the last two down are either quarter notes or eighth notes followed by eighth note rests. I would count them all (i.e., 1 & 2 & 3 & 4 &) to make sure I started the 4th down on the beat and started the following measure on its first beat.

Thx for asking Stuart,,I did not say its on fingerpickin,,not strumming,,the example I tryed to explain above can also mixed up lets say 1-2 and 3 and 4, but on fingerpickin..
When I strum I am a lot focussed on the movement of my hand...so thats not the question.. I will edit my first post..

Stuart has it. I suggest counting all eighth beats (1+2+3+4+) regardless of which beats have notes played on them. Fingerpicking, strumming, anytime!
